Is the withholding and the giving (al-Qabd wal-Bast) from Allah, the Mighty and Majestic, specific to provision (rizq), or is it general in all matters?

"Al-Qabḍ" (constriction) and "Al-Basṭ" (expansion) are mentioned in the Holy Quran, specifically in Surat Al-Baqarah. Al-Tabari and Ibn Kathir interpreted them as relating to sustenance (rizq): "Al-Qabḍ" is the constriction of sustenance from whomever Allah wills, and "Al-Basṭ" is the expansion of sustenance for whomever He wills. Generally, Al-Qabḍ and Al-Basṭ are among Allah's Most Beautiful Names, and they encompass everything.
