Is the money taken by an intermediary in exchange for completing the procedures for travelers stranded at customs or state security, who do not have the money for fines or to renew their passports, lawful or unlawful?

Taxes and customs fall into two categories:

1. If the state is in need and weakness to carry out public interests, then imposing them is permissible, and there is no harm in working with it. 2. If the state is rich, then imposing them is impermissible; rather, it is one of the grave sins, and severe warnings have been issued against its perpetrators. It is not permissible to work with the government in this field except out of necessity, while striving to alleviate the burden on all people.

Renewing a passport is necessary for one's own interest, and it is permissible to help the poor renew it for free. One should beware of gifts from workers.

Money obtained from this forbidden work, if spent, has no issue. If it remains, it should be spent on the public interests of Muslims.

The employee should advise their colleagues who violate these rules. It is not permissible to eat from their food if it comes directly from forbidden money, and it is disliked if forbidden money is mixed with lawful money.
