What is the religious ruling regarding some military personnel cancelling and removing traffic violations for their relatives and friends who deserve them, and overlooking not issuing traffic violations to relatives, friends, and the financially weak despite their deserving them? And is this considered a relief from distress and a facilitation for Muslims?

Adherence to traffic laws is a preservation of lives and property, which is an important legitimate objective. Therefore, it is obligatory to adhere to them to avoid chaos. It is not permissible to pardon violators because that encourages the commission of violations that may lead to the loss of lives and destruction of property, and it involves favoritism and preference for some people. Unless traffic regulations permit the pardon of a type of violation or violators in a just manner that achieves justice and the legitimate objective of preserving lives and property, then it is permissible, provided that it is not done out of favoritism.
