Is what is mentioned in the poem permissible, especially the first verse, "Were it not for the laws of the swords, the Lord of Majesty would not have spoken with Surat Al-Anfal"?

There is no harm in this statement. It appears the poet intended that were it not for the importance of jihad, its legislation would not have been emphasized in Surat Al-Anfal, and the Messenger of Allah, peace and blessings be upon him, and the Companions would not have striven in jihad and spread Islam.
