Is it obligatory for a Muslim residing in France to offer the Udhiyah (sacrifice) if it becomes difficult for him due to laws and obstacles?

The majority of scholars hold the view that Udhiyah (definition) (sacrifice) is a confirmed Sunnah (definition) (practice of the Prophet) and not obligatory; therefore, there is no sin in not performing it. This Sunnah can be fulfilled by proxy, by sending its cost to someone you trust in Muslim lands to slaughter it and distribute it to the poor, or through reliable organizations and institutions.
