It is not permissible for a disbeliever to touch the Noble Qur'an or to be enabled to do so, because he is impure according to the text of the Qur'an: "Indeed, the polytheists are unclean." And if a Muslim in a state of major ritual impurity (janabah) is not permitted to touch it, then a disbeliever is even more forbidden, due to the Almighty's saying: "None shall touch it except the purified." A Muslim sins by giving the Qur'an to a disbeliever, even if for the purpose of contemplation.
