Is it permissible for a non-Muslim to read the Quran without full ritual purification, as a Muslim would perform it?

It is not permissible for a disbeliever to touch the Qur’an, based on the Almighty’s saying: (Indeed, the polytheists are unclean), and His saying: (None touch it except the purified). However, it is permissible for him to listen to it and read translations of its meanings.
