What is the ruling on and recompense for one who breaks a vow made to God not to engage in bestiality again?

Engaging in sexual acts with animals is among the most repulsive obscenities. Scholars have unanimously agreed on its prohibition, based on the words of the Almighty: "Say, 'My Lord has only forbidden immoralities - what is apparent of them and what is concealed.'" Scholars have differed regarding the punishment for the perpetrator. A vow to abstain from something already forbidden is not binding, as it is a duty that does not require an obligation through a vow. The one who breaks such a vow must repent to Allah for not fulfilling their vow and for committing that atrocity.
