Is it permissible to perform the Fajr and Duha prayers with one ablution, and then the Duha prayer with the Fajr ablution half an hour after sunrise, knowing that wind is expelled uncontrollably due to chronic flatulence?

We have previously discussed the issue of purification for the excused person, and the preponderant opinion is that their purification becomes invalid when the time for the prayer expires. Therefore, such a person should not pray Duha with the ablution performed for Fajr, but rather must perform a new ablution for it.
