Is it permissible to use a government assistance card to purchase the sacrificial animal (Udhiyah)?

The "Food Stamp program" in America is known as the "Supplemental Nutrition Assistance Program" (SNAP) and is supervised by the Department of Agriculture. It began during World War II and is replenished monthly with approximately $100 for those who cannot afford food or whose income is insufficient. Around 36 million people benefit from it. A Muslim should not purchase the sacrificial animal (Udhiyah) with this card because it is designated for the poor, upon whom the Udhiyah is not obligatory. Furthermore, it is not permissible for a wealthy person to participate in this program.
