What is the difference between "ضرر" (harm) and "أذى" (hurt/annoyance) in the Almighty's saying: "They will not harm you except with [mere] hurt"?

"Harm (أذى)" is more specific than "damage (ضرر)". It refers to slight damage that is not a cause for concern. Thus, the Almighty's saying, "They will not harm you except for [some] annoyance (أَذًى)" means slight damage that involves neither conquest nor eradication. It can be caused by tongues, such as slander and threats.
