What is the solution to the problem of the guardian in the marriage of a Muslim man to a Russian Christian woman who has no family, given that there is no "sultan"? And is it permissible to appoint a man from her own religious community to be her guardian?

A Muslim man can marry a woman from the People of the Book, and her non-Muslim guardian can give her away in marriage. This is the view of Abu Hanifa and Al-Shafi'i, and it is the most preponderant opinion. Her guardians, in order of precedence, are: her father, then her paternal grandfather, then her son, then her full brother, then her half-brother (from the father's side), then their sons, then her paternal uncles. The guardian is permitted to delegate someone else. If a guardian is not available, then a Muslim judge can marry her off. If a Muslim judge is not available, then the director of the Islamic center can oversee her marriage. For the marriage to be valid, she must be chaste. It is more preferable for a Muslim man to marry a Muslim woman.
