Is it permissible for a Muslim sister residing in Finland, from a non-Muslim family, to get married by finding a guardian (wali) for her, if her Egyptian suitor opposes the marriage and demands to travel to her to meet her family and friends?

It is not permissible for a daughter's husband to be her guardian in marriage (wali an-nikah). The guardians are the father, then the grandfather, then the son, then the brothers (full-brother, then paternal-half-brother), then their sons, then the paternal uncles. It is a condition for the guardian to be a Muslim. If there is no Muslim guardian, then the Muslim judge is her guardian, as the Prophet, peace be upon him, said: "So the ruler is the guardian of one who has no guardian." If it is impossible to find a Muslim judge, then a righteous Muslim man can marry her off with her permission.
