It is not permissible for the waqf administrator to absolve the tenant from paying rent, because he is entrusted with it and must act according to what is in the best interest and most beneficial. Nor is it permissible for him to rent for less than the market rate. If he does so, he is liable for the deficit, or the tenant is obliged to pay the full rent. Therefore, absolving the tenant from rent is even more strongly prohibited.
