What is the ruling on the hijab for Muslim minorities in France?

Allah has made the hijab obligatory for women, for He Almighty says: "O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments. That is more suitable that they will be known and not be abused. And ever is Allah Forgiving and Merciful." [Al-Ahzab:59]. Neglecting it leads to corruption. This ruling applies to every Muslim woman, especially in lands of disbelief, where she must adhere to it or migrate to Islamic lands if she cannot uphold the rituals of her religion, for He Almighty says: "Indeed, those whom the angels take [in death] while having wronged themselves - [the angels] will say, "In what [condition] were you?" They will say, "We were oppressed in the land." They [the angels] will say, "Was not the earth of Allah spacious enough for you to emigrate therein?" So for those, their refuge is Hell - and what an evil destination!" [An-Nisa:97].
