Is a woman living in France, who fears wearing the jilbab or seeking religious knowledge from an association frequented by Salafists and monitored by the police, advised to do so?

The hijab (definition) is an established, obligatory duty upon the Muslim woman, affirmed by the Quran, Sunnah (definition), and the consensus of the Ummah. This is evident in Allah's (SWT) saying: "O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments" (Quran 33:59), and His saying: "And let them cast their headcovers over their bosoms" (Quran 24:31). It is not permissible for a Muslim woman to be lenient regarding the characteristics of the legal hijab. If she finds restrictions that prevent her from adhering to it or to the rituals of her religion, then she must emigrate from that place. It is obligatory to acquire the necessary religious knowledge, and if a Muslim is prevented from doing so in a certain place, emigration becomes obligatory upon him. It is advised not to neglect the hijab and to strive to seek religious knowledge. If there is a real, justifiable fear that prevents the outward manifestation of religious duties, then one must move to another place where the rituals of religion can be observed safely.
