The answer

Setting aside some money with the intention of giving it as charity does not remove it from your possession. It is to be included with your wealth for if a year has passed on it. It is not permissible to waive a debt owed by a debtor and consider it part of zakat, for zakat is a right of Allah and is to be distributed to the deserving categories mentioned in the verse. A wife must pay zakat on her wealth, and she may appoint her husband to pay it on her behalf. The decrease of wealth during the hawl (zakat year) differs: if it falls below the and then returns to it, the hawl is restarted. If it decreases but remains above the nisab, then zakat is due on the entire amount at the end of the hawl. Dyeing hair with colors other than black is permissible, and it is commendable for a woman to adorn herself in this way for her husband. The difference of opinion pertains to dyeing hair black.
