If the director is authorized to use travel allowances as a reward and incentive, then there is no blame on him nor on the deserving employee. However, if he violates the prevailing regulations, especially in public institutions, and does not have the authority to do so, then this action is not permissible for him, because it is an encroachment on public funds, which is a greater sin than encroaching on private funds. Employees must offer advice and escalate the matter to the officials. The Prophet, peace and blessings be upon him, said: "Indeed, there are men who delve into the money of Allah without right, and for them will be the Hellfire on the Day of Resurrection."
