It is permissible to take the money if the person entitled to it by contract or condition is explicitly or customarily designated. So, if the transfer of the employee is stipulated as a condition for entitlement, then he is not entitled to it if he does not transfer. This condition must be acted upon, based on the : "Muslims are bound by their conditions." This also applies to the bonus. Absolute reliance on officials is not advisable; rather, entitlement to the bonus must be confirmed.
