Are there matters for which the doer or abstainer incurs sin, and regarding which the jurist cannot issue a ruling, and if so, what are they?

Scholars must clarify the truth, enjoin good, and forbid evil to the best of their ability. Allah has condemned the Jews for their shortcomings in this regard, as He says: "And you see many of them vying with one another in sin and aggression and devouring of [what is] unlawful. How evil is what they used to do. Why do the rabbis and the legal scholars not forbid them from their uttering of sin and their devouring of unlawful gain? How evil is what they used to do." And His saying: "They did not actively forbid one another from the Munkar (evil, bad, disbelief, polytheism, and all that is forbidden by Islam) which they committed. How evil indeed was that which they used to do." Therefore, scholars must advise those who fall short and clarify the truth in every matter legislated by the Lawgiver, and there are no special rulings that jurists cannot address.
