What is the correct interpretation of the Almighty's saying: (Who created seven heavens in layers. You do not see any inconsistency in the creation of the Most Gracious. So return your gaze; do you see any flaw?)? And can "inconsistency" be interpreted as there being no contradiction or disharmony in the laws of nature, or as referring to mathematical symmetry in the universe?

Verses 1-4 of Surat Al-Mulk emphasize the perfection of Allah Almighty's power and His greatness in creating the heavens and the earth, and death and life, and clarify that all His creation is meticulously crafted without flaw, inviting reflection on this perfection. There has been a difference of opinion regarding the generality of the verse "You see no incongruity in the creation of the Most Merciful" (67:3), whether it applies to all of Allah's creation or specifically to the heavens and the earth. The "fine-tuning theory" or "argument from design" is considered one of the proofs for the existence of Allah. Its essence is that the laws of the universe are precisely tuned for life, and this tuning cannot be explained by chance or material necessity. Rather, it indicates a transcendent Organizer, who is Allah, just as Ibn Al-Qayyim stated that the world is like a built house, perfected by its Creator.
