Does hacking into bank websites and stealing money from them constitute theft that necessitates the Hadd punishment for theft?

Theft is forbidden and is considered one of the major sins. Hacking bank websites and stealing money from them is forbidden and constitutes consuming people's wealth unlawfully. As for cutting off the hand for theft, this matter is referred to the Islamic judge, and it has conditions, including: that the money be stolen from a secure place (hirz), which is where money is usually kept. There are nine conditions required for cutting off the hand of a thief: that it be a theft (taking money secretly), that the thief be accountable, that the stolen amount reaches the prescribed minimum (nisab) (a quarter of a gold dinar or its value), that the stolen item is something customarily considered property, that there is no doubt about the stolen item, that it is stolen from a secure place (hirz), that it is taken out of the secure place, that the theft is proven by the testimony of two just witnesses or by confession, and that the owner of the stolen item comes forward and claims it.
