Does the statement "Where is so-and-so to stop the rain?" constitute shirk?

It is feared that this word may be an act of shirk (associating partners with Allah), because none can send down or withhold rain but Allah. One must repent to Allah from uttering such a statement, and the door of repentance is open. If the statement was made unintentionally due to a lapse in judgment or distraction, there is no sin. However, if the intention was not to disbelieve, but rather to utter the reprehensible word, then the sin of the word is established and repentance is obligatory.
