Is it permissible to perform the Istisqa' prayer (prayer for rain) at a time other than the Eid prayer time, such as after Dhuhr (noon), Maghrib (sunset), or Isha (night) prayers?

If the prayer for rain (Istisqa) is by supplication (du'a) only, it is permissible at all times. However, if it involves both prayer (salat) and supplication, it is permissible at all times except during the times of dislike (karaha). This is the view of the majority of jurists. The Malikis, however, are of the opinion that its time is from forenoon (Duha) until zawal (midday). Based on this, the Istisqa prayer is permissible after Dhuhr, Maghrib, or Isha prayers.
