Does divorce occur with the statement "As of today, you are no longer under my marital care" if there was an intention of hesitation regarding divorce at that time?

This phrase is considered an allusive expression of divorce. Divorce by allusion does not occur unless you intend divorce. So, if you intended divorce by it, then it has occurred. You may take your wife back as long as she is in her 'iddah (waiting period), if this was the first or second divorce. Her consent or knowledge is not a condition for her return.
