What is the ruling on a person leaving their country and family during a time of tribulation?

The Imam is a shepherd and is responsible for his flock. A man is a shepherd over his family, and he is responsible for his flock." It is enough sin for a person to neglect those whom he is obliged to support, and this indicates the obligation to care for those whom Allah has made it incumbent upon you to spend on.
