What is the ruling on a wife remaining with her children in her country and refusing to travel to her husband, and how should she deal with his prolonged absence? And is the sustenance they receive from the government considered unlawful for them?

Residing in disbelieving countries causes more harm than benefit, due to living among disbelievers, witnessing evil acts, and being affected by their misguidance. The Prophet, peace and blessings be upon him, warned against this, saying: "I am innocent of every Muslim who resides among polytheists."

You must advise your husband of the impermissibility of residing in these countries, unless it is for a valid religious purpose, such as calling to Allah. Cooperate with him to return to Muslim lands, and seek assistance from scholars and virtuous people to convince him of this.

As for the money you receive from the government, if it is a grant or a gift, there is no harm in benefiting from it. If it is a pension due to your father's death, its ruling has been explained in Fatwa no. 57957.

It cannot be definitively stated whether problems are a trial or a punishment, but repentance and seeking forgiveness are essential, for they are the key to relief and facilitating matters, as Allah Almighty says: "And I said, 'Ask forgiveness of your Lord. Indeed, He is ever Forgiving. He will send [rain from] the sky upon you in [copious] showers and give you increase in wealth and children and make for you gardens and make for you rivers.'"

You must fear Allah, for whoever fears Allah - He will make for him a way out and provide for him from where he does not expect. And whoever relies upon Allah - then He is sufficient for him. The maintenance of the wife and children is incumbent upon the husband.
