Does the partner who pays zakat for his share of land prepared for sale clear his liability if the rest of the partners refuse to pay their due zakat, and is it permissible to delay the zakat on the land until it is sold, under the pretext of possibly needing the available money?

Zakat (definition) must be paid promptly upon the completion of the hawl (one lunar year) if the necessary funds are available. It is not permissible to delay it under the pretext of needing the money. The questioner must remind his mother and brothers of their obligations. If they do not respond, then he is only obligated to pay Zakat on his share of the land if it reaches the nisab (definition) (minimum taxable amount), and he is not sinful for the actions of others.
