What is the ruling on combining verses from different surahs?

This particular arrangement is impermissible due to its separation of consecutive attributes in the verses of Al-Fatiha, and its violation of the order of verses in the Quran. The arrangement of verses within the surahs is divinely ordained (Tawqifi), and there is a fear that whoever commits such an act may exit the fold of Islam, as it resembles tampering with the Book of Allah and deliberately distorting it.
