Must the wife perform Hajj with the money her husband gave her for Hajj if the husband dies before performing the obligation, or is she permitted to dispose of the money for other uses?

A woman is obligated to perform Hajj with the money her husband gave her for Hajj, once she is able and finds a mahram, because the principle regarding donated funds is that they must be spent on what the donor specified. Sheikh Zakariya al-Ansari stated that money designated for a specific purpose must be spent on that purpose, in consideration of the donor's intention, unless his statement was made informally. Sheikh Sulaiman al-Jamal affirmed this, stating that what is given for a specific purpose may not be used for anything else, out of consideration for the donor's intention.
