Is it permissible to submit certificates containing falsified grades if their submission is mandatory for immigration for study in non-Muslim countries, provided there is security from temptation and the ability to perform religious rituals, knowing that studying abroad allows for early independence from family finances, and is it possible to retake the exams in which cheating occurred to legitimize the grades?

Repentance is obligatory for past cheating. There is no need to retake the year in which the cheating occurred. Rather, diligence is required in future studies and job performance. If repentance has occurred and there was no cheating in the final year, then there is no harm in benefiting from the certificate. As for emigration for study abroad, it is originally forbidden, especially with the availability of medical studies in the Islamic world. However, there is no harm in it for someone who is certain of their ability to perform their religious rituals, avoid temptations, and invite people to God.
