The fatwa concludes that plucking the eyebrows (namṣ) is forbidden in Islamic law, and the Prophet, peace and blessings be upon him, cursed those who do it, according to the hadith of Ibn Mas'ud, may Allah be pleased with him. However, if hair grows on a woman's face, she is permitted to remove it. The proof for this is the saying of Aisha, may Allah be pleased with her: "Remove from yourself all harm you can." Scholars have used this as evidence to permit a woman to remove hair that grows on her face, such as excess hair on the eyebrows, or a beard, or a mustache, or a chin tuft, because these are considered a nuisance to her.
