Is it permissible for a man to sleep next to his wife during Ramadan?

It is permissible for a fasting person to sleep next to his wife and to enjoy her company as long as he does not engage in intercourse or ejaculate. 'Aisha, may Allah be pleased with her, said: "The Prophet, may Allah's prayers and peace be upon him, used to kiss and fondle [his wives] while fasting, and he was the most controlling of you over his desire."

Sheikh Ibn 'Uthaymeen clarified that a person observing an obligatory fast is not permitted to engage in acts with his wife that would lead to ejaculation, and this varies from person to person. For one who can control himself, kissing and embracing are permissible. However, for one who cannot control himself and ejaculates quickly, caution is necessary.

As for sexual intercourse during the daytime in Ramadan, five matters result from it: sin, invalidation of the fast, the obligation to abstain [for the rest of the day], the obligation of making up the fast, and expiation. As for obligatory fasts other than Ramadan (such as make-up fasts or expiatory fasts), it results in sin and the obligation of making up the fast. If the fast is supererogatory (voluntary), then there is no consequence for it.
