If the work is permissible, then there is no harm in taking the salary. The employee's remaining for a period without being assigned work does not cause any detriment, as long as the employer has contracted with him to assign him work when needed. A private employee is entitled to his salary if he makes himself available to the employer, even if no work is entrusted to him.
