Is it sinful to publish links for downloading "Windows" software that some members use to browse forbidden websites, knowing that my intention is to benefit the members?

It is permissible to sell and gift permissible items that can be used for both good and evil, unless it is known or highly probable that the recipient will mostly use them for evil and disobedience. As for operating systems and programs like Windows, it is permissible to sell and gift them absolutely, because they are not used in themselves for good or evil. Rather, they are like car fuel, and the condition of the user is not taken into consideration.
