Is seclusion between a man and a man forbidden in Islam, and is there a Hadith from the Prophet, peace and blessings be upon him, that prohibits it? And what should be done if such abnormal behavior recurs, and is it permissible to kill the perpetrator, and will Allah Almighty hold him accountable for that?

The questioner is thanked for his zeal and chastity, and Allah is praised for protecting him from the abomination of sodomy, which Allah condemned concerning the people of Lot. The killing ordered for the perpetrator of this abomination is the prerogative of the ruler or his deputy, and under specific conditions of proof, such as confession or the testimony of four upright witnesses. Therefore, it is not permissible for the questioner to kill someone who practices sodomy. If he kills him without proof, he is liable for retaliation (qisas). However, if he kills him after proof has been established, he is sinful for overstepping the authority of the Imam, but he is not liable for retaliation. Furthermore, being alone with a man from whom one fears temptation or sodomy may be forbidden, just as being alone with a foreign woman is forbidden.
