Is it permissible to designate the ground floor of a mosque, rebuilt on land endowed for the mosque, for car parking and a meeting hall? And does the land endowed for the mosque take on the ruling and sanctity of a mosque after the old structure is removed, according to the madhhab of Imam Al-Shafi'i?

If a piece of land is endowed for prayer, it becomes a mosque simply by virtue of the endowment. It is permissible to perform i'tikaf (spiritual retreat) in it, and it is recommended to offer "Tahiyyat al-Masjid" (greeting of the mosque) upon entering it. It is forbidden for a person in a state of janabah (major ritual impurity) or a menstruating woman to stay in it. If the building is demolished, the land remains a mosque.

As for making the first floor of it into parking lots or halls, there are two opinions among the Shafi'is: The relied-upon opinion is that it is not permissible except with a condition from the endower. The second opinion permits it for a benefit (maslahah). Some have chosen permissibility due to the increased reward for the endower and the growth of the endowment, considering that the endower's purpose is to provide and multiply revenue.
