What is the ruling concerning the children of raped women in Bosnia and Kosovo? Should they be left with their fathers, or must they be raised among Muslims?

It is obligatory for Muslims to care for children and raise them in an Islamic manner, and not to leave them to non-Muslims, because Muslims are guardians of one another, and they are like one body, and because children are considered like orphans, and Allah has commanded kindness towards them.
