What is the ruling on a girl resorting to the Islamic center to marry someone her guardian refused, claiming he is preventing her from marrying, and is it permissible for the director of the center to marry her off without verification?

The guardian must marry off his ward to a suitable suitor whom she has accepted; otherwise, he would be unjustly preventing her marriage (adhl), and preventing marriage is forbidden, as Allah Almighty says: (And when you divorce women and they have fulfilled their term, do not prevent them from remarrying their [former] husbands if they agree among themselves on an acceptable basis). If the closest guardian prevents her marriage, guardianship transfers to the next distant guardian. If all guardians prevent her marriage, the ruler will marry her off. Similarly, a woman may refer her case to a judge if her guardian prevents her marriage.
