Is it obligatory to leave one's home if neighbors can see women without hijab or niqab due to the height of their building?

The majority of scholars are of the view that the upper neighbor is obliged to screen his building from the view of the lower neighbor, while others hold that this is not obligatory for the upper neighbor; rather, the lower neighbor is required to do it. However, if the upper neighbor does not screen his building, then the lower neighbor must screen his house as much as he can, and he is not required to leave the house.
