What is the authenticity of the fatwa that states that whoever deliberately sleeps through the Fajr prayer due to negligence and prays it after sunrise commits a grave sin, more severe than murder, adultery, and drinking alcohol, and that sincere repentance is obligatory upon him, and is it permissible to disseminate it?

We do not recommend publishing the fatwa mentioned because it contains ambiguity. The one whom scholars have described as worse than an adulterer and a murderer is someone who deliberately abandons prayer until its time expires, not someone who fell asleep before the time and was overcome by sleep and failed to take precautions. Ibn al-Qayyim said: "Muslims do not differ that deliberately abandoning obligatory prayer is one of the greatest sins and major transgressions, and that its sin in the sight of Allah is greater than the sin of taking a life, seizing wealth, adultery, theft, and drinking alcohol." The sleep that causes one to miss prayer can be excusable or inexcusable. For someone who sleeps before the prayer time and strongly believes they will not wake up on time, there is no prohibition against sleeping according to the jurists. If such a person sleeps and does not wake up, it cannot be said that they are more sinful than a murderer or an adulterer. Al-Suyuti said: "If one intended to sleep before the time and strongly believed that their sleep would encompass the entire time, it is not forbidden for them to do so, because the obligation has not yet become attached to them." Al-Dardir said: "There is no sin on one who sleeps before the time, even if they know it will encompass the entire time. However, if the time has entered, it is not permissible to sleep without praying if one expects to sleep through the entire time." Al-Shawkani said: "The apparent meaning of the hadith is that there is no negligence in sleep, whether it is before the prayer time enters or after it."
