What is the ruling on missing Friday Prayer due to rain?

Heavy rain that drenches clothes is considered an excuse for not attending Friday prayer and congregational prayers. The proof for this is the statement of Ibn Abbas, may Allah be pleased with both of them, to his muezzin on a rainy day: "When you say 'I bear witness that there is no god but Allah, I bear witness that Muhammad is the Messenger of Allah,' then do not say 'Hasten to prayer': say 'Pray in your homes.'" Ibn Abbas disliked people going out to the mosque in mud and slippery conditions. This is the view held by the four schools of thought, except for what was narrated from Imam Malik, that rain is not an excuse for absence from Friday prayer.
