Is it true that there are Muslims who sanctify Ali and hate Gabriel because he revealed to Muhammad, when he was supposed to reveal to Ali?

The Ghurabiyyah sects claim that Gabriel (peace be upon him) was sent with the message to Ali, but he descended with it upon Muhammad (peace and blessings be upon him). They thus claim that Gabriel betrayed the trust. Ibn Hazm mentioned this sect, stating that some of them said Muhammad (peace and blessings be upon him) resembled Ali more than a raven resembles a raven, and that Allah sent Gabriel with the revelation to Ali, but Gabriel mistook Muhammad. Others among them said that Gabriel did so intentionally and considered him an unbeliever. There is no disagreement among scholars regarding the disbelief of anyone who holds this belief, because this is an explicit denial of Allah's statement: "The Trustworthy Spirit has descended with it Upon your heart" and His statement: "Say, the Holy Spirit has brought it down from your Lord with the truth."
