Following administrative laws and obeying the ruler in restricting permissible matters becomes obligatory if there is a clear or predominant benefit. As for matters that do not involve public benefit, compliance is not obligatory except to prevent discord (fitna) and harm. If obedience is not obligatory and injustice or harm occurs, it is permissible to offer money to remove the injustice or ward off the harm. The forbidden bribe is that which is offered to invalidate a right, establish a falsehood, or attain something that is not rightfully due. However, that by which a person attains their right or repels injustice is permissible according to the majority of scholars, and the sin falls upon the recipient.
