The answer

Divorce pronounced during menstruation is valid according to the majority of scholars, in contrast to Sheikh al-Islam Ibn Taymiyyah and those who agreed with him. The divorce of an angry person is not valid if the anger has completely deprived him of his senses and made him unaware of what he is saying. However, if it was severe anger that did not reach that degree, the majority of scholars hold that it is valid, contrary to Ibn Taymiyyah. It appears that this divorce is valid, and the questioner may take his wife back if this was the first or second pronouncement and within the waiting period ('iddah). However, if it was the third pronouncement, he cannot take her back until she marries another husband.
