Is it permissible for a man not to perform ghusl in a case of intercourse without ejaculation, out of necessity or due to severe cold? And is the hadith mentioned on the authority of Uthman ibn Affan, may Allah be pleased with him, from the Prophet, may Allah’s prayers and peace be upon him, authentic?

The Hadith "Water is only from water" indicated that intercourse without ejaculation does not necessitate ghusl. However, this ruling has been abrogated, as the Ummah subsequently reached a consensus that the ghusl becomes obligatory upon the meeting of the two circumcised parts, even if no ejaculation occurs. Furthermore, intense cold is not an excuse that waives the obligation of ghusl, unless the person cannot find anything to warm the water and fears harm from using it.
