Is it possible to provide the Islamic Fiqh Academy's fatwa regarding health insurance?

The Fiqh Academy has not issued a specific resolution regarding health insurance. However, two general resolutions concerning insurance have been issued. The first, from the Fiqh Academy in Makkah al-Mukarramah, prohibits commercial insurance of all types due to gharar (excessive uncertainty), gambling, riba (interest/usury), wagering, taking others' money without consideration, and obligating what is not Islamically binding. It permits cooperative insurance because it is based on donation and cooperation and is free from riba and gharar.

As for the second, from the Islamic Fiqh Council originating from the Organization of the Islamic Conference, it prohibits commercial insurance due to the significant gharar involved and permits cooperative insurance as an alternative, calling upon Islamic countries to establish cooperative insurance institutions.
