Is it permissible for a woman to wipe over the sleeve of her abaya for wudu’ if she put it on while in a state of wudu’, given that she is performing ablution among men or because the sleeve is tight?

It is not permissible for a woman to wipe over the sleeve of her garment during ablution (wudu'), and her ablution is not valid if she does so, because the sleeve is not among the things that the Sharia has permitted wiping over. The difficulty of rolling up the abaya is not an excuse for abandoning correct ablution; therefore, a woman must sew her sleeves in a way that enables her to perform ablution. She can guard herself from men's gazes by moving away from the ablution area if men can see it.
