What is the ruling on an employer taking the salary of an employee who has ceased working, in exchange for giving him his personal file?

It is permissible to give Zakat to poor relatives if you are not obligated to support them financially. This would be considered both charity and strengthening kinship ties. However, if you are obligated to support them financially, it is not permissible to give them Zakat; rather, you must spend on them from your own private funds.
