Is it permissible to pay employees' salaries from Zakat funds if their work has stopped and there is no other financial resource for the office, knowing that there is income from shop rentals sufficient to meet the needs of the employer and his family?

It is not permissible to pay Zakat to workers as salaries, because the one who pays Zakat should not benefit from his Zakat money. However, if the workers are eligible for Zakat due to their poverty, destitution, being in debt (gharimin), or wayfarers (ibn al-sabil), then it is permissible to pay Zakat to them because of their inherent eligibility, and not as a substitute for their salaries.
